His Excellency Mohammed Bin Taliah is the Chief of Government Services of the United Arab Emirates Government, where he oversees improving government services and implementing programs to ensure providing high quality services through the Emirates Government Service Excellence Program (EGSEP), which aims to raise the efficiency of government services and improve customer experience. He also oversees other programs including the Global Star Rating System, Khadamati system, and the Best M-Government Award, an international annual award aiming to encourage government entities and students to develop innovative solutions in the field of smart applications. Bin Taliah has previously held several managerial positions in various fields in the public and private sectors, including IT, cyber security, corporate governance, media, and ICT. From 2014 to 2019, he served as Assistant Director General for the Corporate Services Sector at the Prime Minister’s Office, in the Ministry of Cabinet Affairs. Bin Taliah holds the Executive Certificate in Leadership and Management from MIT Sloan School of Management, a Master of Science degree in Project Management from the British University in Dubai, and a Bachelor of Science degree in Computer Engineering from Khalifa University in Abu Dhabi.

As the Expo 2020 Project Head assigned to represent Dulsco who are the Official Waste Management Partner of Expo 2020 Dubai, Joelle Saab is charged with the responsibility of overseeing all aspects pertaining to the delivery of a successful event including the design and execution of the waste management and recycling strategy, as well as achieving the sustainability related goals set for this event. Her academic background, including a bachelors degree in Biochemistry/Life Science and a masters degree in Environmental Sciences, is topped with 12 years of experience in waste management, recycling, material recovery, ecosystem restauration, reforestation and other environmental solutions. She initially joined Dulsco as the Recycling Specialist overseeing the operations of Dulsco’s Material Recovery Facility as well as designing and implementing recycling programs and conducting waste audits for clients. Prior to joining Dulsco, Joelle was the Environmental Expert of Emirates Environmental Group and spearheaded a variety of projects for the European Union (EU) and United States Agency for International Development USAID) in Lebanon. In addition, she was contracted to lecture a masters level course on Environmental Sciences at Saint Joseph University of Beirut. Joelle has a strong service oriented attitude with keen attention to detail. Passionate about sustainability and preserving the environment, she has focused the past 12 years on the environment and will continue this dedication into the future.

Professor A. Parasuraman ("Parsu") is Emeritus Professor of Marketing and James W. McLamore Chair Emeritus at the Miami Herbert Business School, University of Miami (USA). After graduating from the University of Amsterdam as MA in business economics, Olav started his career in 1999 as product manager for Philips Lighting in the Netherlands. After several positions in Latin America, Olav worked on the introduction of LED technology in Philips’ lighting fixtures for general lighting. Olav is based in Dubai since 2012 to bring LED technology and other innovations to the market in the Middle East, such as Dubai Lamp. Dr. Ashraf Mahate is currently the Chief Economist at Dubai Industries and Exports, which is the industrial development and trade promotion organisation within the Emirate of Dubai and an agency of the Dubai Department of Economic Development part of the Government of Dubai. In his current capacity, Dr. Mahate provides econometric analysis, evidence-based policy design and development, information and advice to key decision makers that promotes a structured as well as detailed understanding of industrial development and trade policy’s role in economic growth, diversification and development of Dubai and the United Arab Emirates. Dr. Mahate is responsible for overseeing thought leadership within Dubai Industries and Exports in the areas of Industrial development, trade, trade policy, entrepreneurship, creativity and innovation. Her Excellency Dr. Amna AlDahak AlShamsi is the Assistant Undersecretary for Care & Capacity Building Sector at the Ministry of Education in UAE since July 2016 where she has led several strategic programs and initiatives that target two key focus areas, namely Identification and Enrichment of Gifted and Innovative Students and Student Empowerments through capacity building programs. She was also named the UAE Government Spokesperson in April 2020 during the COVID-19 Pandemic where she participated in carrying out national press briefings, moderating ministerial sessions, in addition to speaking at international multilateral conferences. Prior to her current position, HE held the role of the Director of Innovation and Entrepreneurship Department at the Ministry of Education and led the planning and implementation of the first Innovation Ambassadors Program in Summer 2016. Prior to that, she was a Research Assistant and Doctor of Philosophy (PhD) candidate at the Department of Computer Engineering in Khalifa University from 2010 to 2015. She also worked at the Department of Computer Science in the University of Sharjah as a Teaching Assistant from 2001 to 2005 and as a lecturer/faculty member from 2005 to 2010. Dr. Al Shamsi has participated with many papers in conferences and scientific journals. She also served as a reviewer in many specialized conferences. During her work with the Ministry of Education she was awarded the 2020 Best Assistant Under-Secretary Award which is one of the Ministry’s Excellence Awards and the 2019 UAE Pioneers Award for the “Voice of Tolerance” Project for which HE was the Team Leader. Her Excellency is a member of a number of prominent national and regional councils and committees, such as the Higher National Committee for the People of Determination Services, the National Food Security Council, and the Gulf Council for Giftedness for which she is also heading its executive committee. She is also a member of the advisory boards and academic committees of several colleges in the UAE universities, a member of the Board of Trustees of Ajman University of Science and Technology, and a member of the Emirates National Schools Board of Directors. HE also chairs the Child Protection Council and the National Committee for Bullying Prevention. Dr AlShamsi holds a Ph.D. in Computer Engineering from Khalifa University, and Bachelor’s and Master’s degree in Computer Science from University of Sharjah. As we adjust to the post-pandemic world, employers and organizations around the world are looking differently at their employees and focusing more on what they can do than on what they are qualified to do. The distinction is important – the distinction between certification and capabilities, between skills and potential. Key Take Away’s from this presentation: • Skills, competencies, and capabilities are the new currency in the labour market. • The question employers are asking is “what can you actually do?”” not what degree or qualification do you have?” • The focus on skills demands changes in the work our colleges, technical institutions and universities do – both what they do and how they do it. • The key driver for this change is how we assess learning – more authentic assessment, real-world problem solving, demonstrating skills (hard and soft) and less “standardized testing” and multiple choice. • Modular, skills-based learning – stackable and ladderable to diplomas and degrees – are the future. MOOC providers understand this – hence the massive growth in MOOC registrations for degrees and microcredentials. • Quality assurance for skills does not resemble the quality assurance we have in place for degrees – it is about legally demonstrable skills and competence: “fitness of skills in use”. Stephen Murgatroyd, PhD is an experienced university teacher and administrator and former Dean, Faculty of Business at Athabasca University. Professor Mohamed Khalifa CEO, EDUQUAL TU Professor Khalifa received the degrees of M.A. in Decision Sciences, and PhD in Management Information Systems from the prestigious Wharton Business School (University of Pennsylvania). He has gained extensive professional and academic experience in several countries including the United States, Canada, Hong Kong, China, Sweden, and the United Arab Emirates. He started his academic career in 1989 in the Department of Decision Sciences at Concordia University (Montreal, Canada) and subsequently moved to City University (CityU) of Hong Kong where he served for over 11 years and reached the top rank of full Professor. During his tenure at CityU, Professor Khalifa also served as the founding Director of the Asia Center for Electronic Business in collaboration with Peking University and the National University of Singapore and as Affiliate Professor at Lulea University in Sweden. From 2006 to 2018 Professor Khalifa served as Chief Academic Officer in three different universities in the UAE. He is currently the CEO of an academic consultancy company offering quality assurance and accreditation services to academic institutions and ministries. The professional experience of Professor Khalifa includes the positions of Senior Consultant for the Institute of Research on Higher Education in the USA, Senior Consultant in Electronic Business and Knowledge Management for the Hong Kong Productivity Council and Senior Consultant in Business Process Reengineering for the Hong Kong Government. Professor Khalifa has received the Teaching Excellence Award twice for his distinguished teaching. Professor Khalifa has conducted extensive research in the areas of innovation adoption, electronic commerce, IT-enabled learning and knowledge management. He has published over 100 refereed articles. With more than 15 years of experience in the educational field, Sara Al Marzooqi started as a teacher in the Ministry of Education for three years before moving to Sharjah Ladies Club to be in charge of the Art and Educational Center. She was able to create a new identity for the center which was renovated later and called Collage Talent Center for children, teenagers, and women. She moved later to work for Sharjah Book Authority as the director of Sharjah Public Libraries. Sara was also an elected board member of the Emirates Libraries and Information Association for two years, which enabled her to bring her vision and experience as an educator in both formal and informal educational fields. As a holder of a Master’s of Arts in Communication, Sara has also worked as a freelance journalist and TV presenter and contributed in spreading the love of learning through different mediums.

Dr. Moetaz ElSergany is an Associate Professor at the School of Health and Environmental Studies at HBMSU. He has over 25 years of technical and teaching experience in the Field of health and environmental studies. He taught and developed many environmental health courses (water and wastewater analysis, environmental legislation, water sanitation, integrated solid waste management, environmental aspects of pesticides, environmental impact assessment, industrial waste management, and hazardous waste management). Dr. ElSergany participated in many environmental studies in Egypt, Saudi Arabia and United Arab Emirates. He worked in a number of Middle East Universities. He worked as program coordinator and participated in establishing the new Environmental Health Program in Dammam University, Saudi Arabia. Dr. Marwa Shalwani is a dental general practitioner in Dubai Health Authority as well as a member in Corporate Social Responsibility (CSR) committee. She is a presenter of “Seha W Saada”: TV/social media show that promote health awareness on various trending issues among UAE community on Dubai TV and Sama Dubai TV. Since the beginning of Covid 19 pandemic, she has joined the Covid Command and Control Centre of Emirate of Dubai as a data analysis team-leader to facilitate residents and tourists’ analysis and needs. She received her master’s degree in sciences of hospital management from HBMSU and bachelor’s degree in dental surgery from University of Sharjah. Dr. Souma Alhaj Ali is an Associate Professor in Industrial Engineering-Artificial Neural Network and Robotics; she is currently the Director for Excellence and Governance at Hamdan Bin Mohammed Smart University. She has a strong record of achievement combining skills in diverse areas of Industrial Engineering, Artificial Intelligence, and Quality and Excellence. She’s held many positions in public and private sectors, including the Director of the Center of Academic Quality Assurance at Hashemite University and the Executive Director for the United Industrial Group Corporation. She is a lead assessor for the European Foundation for Quality Management (EFQM) model and a Lead Auditor for Middle East e-Learning Quality Framework (MeLQ) with more than fifteen years of eperience in building and operating quality management systems and designing automated systems and solutions in both private and governmental sectors. Dr. Souma was the ICDE Focal Point on quality in the Arab region during 2017-2020. She published over 25 peer-reviewed papers in reputed international scientific journals and was granted 4 funded projects. Ebrahim Soltani (PhD – University of Strathclyde, UK) is a professor of Quality Management at Hamdan Bin Mohammed Smart University (HBMSU), Dubai, United Arab Emirates (UAE). Prior to his appointment, he was a professor of Operations Management at the University of Kent Business School, UK. Ebrahim’s recent research focuses on global supply chain and how the nature of upstream and downstream supply chain relationships influence the level of product quality

Prior to his appointment to Hamdan Bin Mohammed Smart University Boštjan Gomišček (PhD - University of Technology Vienna, Austria) was working with different universities and research institutions: University of Wollongong in Dubai (UAE), University of Maribor and University of Ljubljana (Slovenia), University of Technology Vienna and Austrian Academy of Science (Austria). Dr. Ying Ying Liao is an Associate Professor at Hamdan Bin Mohammed Smart University and a fellow of the Higher Education Academy (HEA) UK. Prior to her current appointment, she was an assistant professor and acted as programme director at the University of Liverpool (China Campus). She received her PhD degree and served as post-doctoral researcher in the University of Kent, UK. She has been actively involved in several research activities internationally including joint PhD supervision, EMBA external examiner, committee member of international conferences, and ad hoc reviewer for several high quality international journals (e.g. JBE, TQM&BE, etc) and conferences (e.g. AMA, AoM, etc). She has currently published 12 journal articles (some in 2 & 3 - star refereed journals –ABS ranking, UK), 24 international refereed conference papers and 4 book chapters. Dr. Ahmed Al-Nakeeb is an Assistant Professor of Management at the School of Quality and Business Management at Hamdan Bin Mohammed Smart University. Dr. Al-Nakeeb received his Ph.D. in Quality Management from the University of Glamorgan in Wales, United Kingdom. He also completed a Master in Business Administration, a Diploma in Business Administration, and a B.Eng. in Civil Engineering all from reputable Universities in the United Kingdom. He taught various courses in Management and Marketing at graduate and undergraduate levels in addition to holding managerial positions. Dr. Al-Nakeeb participated in various international conferences and published in well-known international journals. His publications in Quality Management attracted international interests among academics and practitioners. He has also developed research interests in HRM and Marketing. Dr. Al-Nakeeb is a member on the Editorial Advisory Board and the Articles Review Editor of the Journal of Islamic Marketing, published by Emerald. Professor Samer Hamidi is a professor at School of Health and Environmental Studies. He has 20 years of teaching and research experience in the fields of public health, health management, and online learning. He designed, developed, and delivered courses at the bachelor, master, and doctoral levels. He also led the accreditation of public health and health management programs. He is locally and internationally recognized scholar, an associate editor, editorial board member, and peer reviewer for several international journals. He co-authored more than 100 peer-reviewed academic papers published in well-regarded journals.

Professor Baydoun is an internationally recognized authority on the impact of culture and religion on accounting and financial systems. He is currently the Vice Chancellor for Academic Affairs at HBMSU in Dubai. He also held senior academic positions and staffed key board committees at various institutions in Australia, Honk Kong, New Zealand and the United Arab Emirates. Professor Baydoun has a record of accomplishment of launching innovative initiatives and building effective teams in large and complex organizations. He is internationally experienced in financial management, accounting, startups, restructuring and strategic planning. Additionally, he holds the Economic Track Secretariat Position at Dubai Majilis, an apex Government Council led by H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice President & Prime Minister of UAE & Ruler of Dubai. He also served as Advisor for H.H. Ruler's representative at the Government of Ajman. Dr. Rashed Mohamed Karkain, Founder and Managing Director of Sustainable Development Research, Training and Consultancy Organization has a Ph.D. in Environment and Health, Master of Science in Innovation & Change Management from Hamdan Bin Mohammed Smart University, and a Chemical Engineer graduated from University of South Florida, with more than 22 years of experience in the field of Environmental and Sustainable Development Leadership. Dr. Rashed has further achieved Rashid Award for Scientific Outstanding as well as Dubai Government Excellence Program Award (DGEP); has nine Intellectual Properties registered at UAE’s Ministry of Economy, in addition to the “UAE Innovate” Award from Mohammed Bin Rashid Centre for Government Innovation. Dolly Otaky is an education professional with a broad experience in teaching and educational management. After a brief career as a primary school teacher, she started her career in higher education as a teacher educator, and has moved on to educational management roles including continuing education and training, academic quality assurance and accreditation, and institutional research. Dolly is currently the Director of Institutional Intelligence at Hamdan Bin Mohammed Smart University.

Sabine Holl is IBM's Vice President Technology Technical Sales and Chief Technology Officer for IBM Middle East and Africa. She is responsible for IBM's technical community across the Middle East & Africa. For her, innovation is literally driven by inclusion, across all levels of technology, skill and experiences, from graduates just starting out, through to thought leaders, specialists, architects and advocates, who help and advise IBM's clients to accelerate and transform their business across all industries and into the fourth, cognitive, industrial revolution. Early in her career in the mid 90's, Sabine started as a graduate herself. In IBM Austria's mainframe services division she partnered with clients to building out strategies, modernizing their existing environment and moving into the internet era. Impassioned about the arising opportunities that technology brings she quickly became a subject matter expert teaching workshops around the world, publishing several books, and being a trusted advisor to large institutions across Europe. With new markets opening up in Eastern Europe, Russia and the Middle East and Africa she led by example, introducing first of a kind, brand new technologies whilst transforming and persuading minds towards the digital world. It led her to be the first woman in IBMs software division in CEMEA region to be certified as an IT Specialist. In 2006 Sabine took on an assignment in Corporate HR in the US focusing on how to help technical leaders grow their technical careers all the way to Distinguished Engineers and IBM Fellows. In her current role as CTO she leverages her experience in the US to help build the future generation of technical leaders in MEA. In addition she also established several graduate programs focusing on diversity and inclusion. These programs support national agendas such as Emiratization, Saudization or BBBEE in South Africa as well as providing young women an opportunity to start their technical career. Dr Shaima AlHarmoodi is an Assistant Professor at Hamdan bin Mohamed Smart University. She has a PhD in the field of innovation project management. She is also an innovation and entrepreneurship ecosystem developer aiming to inspire and support the next generation of entrepreneurs and provide them with the necessary means to succeed. She leads the development and implementation of the university’s ecosystem long term strategy that incorporate impactful projects and initiatives. Dr. Shaima is also a Certified External Examiner by the Ministry of Education for licensure of higher education institutions and accreditation of their academic programs. She also actively runs workshops, masterclasses, and seminars in areas related to innovation, creativity, entrepreneurship, and project management in addition to her interest in research that resulted in a number of publications in international journals and conferences.

Fawzi Dweikat, PhD is the Director of Academic Accreditation. Chancellor Office at Hamdan Bin Mohammed Smart University (HBMSU) with a distinguished experience in the field of accreditation and quality assurance as he contributed to the preparation, development, review and evaluation of many academic institutions and programs that received international and local accreditations through: CAA, MSCHE, ABET, AACSB, NASAD and CAEP. Prior to joining HBMSU, he had the responsibility of the Manager of Educational Effectiveness at Zayed University and dual responsibilities of the Deputy Dean of the College of Education as well as the Head of Professional Diploma in Teaching at Al- Ain University. He received his Ph.D. in Instructional Technology from University of Washington, USA. As an Associate Professor, Fawzi has taught and developed a wide range of educational courses for multicultural and multi-level students in USA, Jordan and UAE. He maintained a research agenda that includes learning assessment, professional development, blended learning, cloud computing and mobile learning. His work has been published and presented in some of the leading educational journals and conferences.

Khadeegha Alzouebi has worked extensively on school reform and school effectiveness both in the UK and in the United Arab United. She has worked in the Education field in many capacities from classroom teaching at both undergraduate and postgraduate level, to project directorship, to leading school reform, and postgraduate research supervision. Khadeegha has developed a research interest that is particularly concerned with enhancing the effectiveness of leaders and managers through the use of innovative technological practices while looking at factors that influence organisational learning and the different leadership styles reflected in schools with a strongly international perspective

Prof. Al Hmouz is a Full Professor in the field of Gifted Education. She received her Ph.D. in Special Education with a concentration in gifted children with learning issues from the University of Wollongong, Australia. Her main area of interest is developing assessment and evaluation tools of academic skills and cognitive abilities. Specifically, she is interested in exploring cognitive abilities for gifted students and standardizing cognitive and achievement tests in large scale projects. Prof. Al Hmouz is the Co-founder of Technological Innovations for Middle East Education (www.time.edu.jo) initiative, and the second author of Woodcock-Johnson Arabic Tests of Cognitive and Achievement Abilities. Prof. Al Hmouz has published nineteen research articles, one book, and one manual related to giftedness, learning disabilities, psychological testing, and inclusive education. In Addition, Prof. Al Hmouz is the Principal Investigator/Co-PI of five International Funded Projects ($ 326,750 Grants) to support gifted students and students with special needs in inclusive education

Dr. Meera Al-Reyaysa is part of the Deanship of Research and Doctoral Studies. She graduated with a PhD in Project Management from the British University in Dubai via the University of Manchester, UK. Her research interests include project management, sustainability, and corporate social responsibility in the MENA region. Prof. Abdelaziz holds a Ph.D. from University of Arkansas, USA, 2004, with first class honors (4 out of 4). Former supervisor of the National Smart Learning Center in Egypt. Former director of the Distance Teaching and Training Program, Arabian Gulf University. Prof. Abdelaziz translated and published 15 books in the field of Teacher Preparation, Brain-based Learning and Teaching, Smart Learning and e-Training, and Creative Culture. Mr. Abdelaziz published more than 40 research papers in regional and international journals. Many of his models of online pedagogy and assessment are applied at the international level. Won numerous awards of excellence for the best scientific papers presented at international conferences.

Dr. Mohamed El Baradie is an Assisstant Professor of Accounting at Hamdan Bin Mohammed Smart University in the School of Business and Quality Management. Before joining HBMSU Dr. El Baradie worked as an Assistant Professor at Al Hosn University, Abu Dhabi and The American University in The Emirates, Dubai. He also taught Accounting courses at The University of Durham during his PhD studies. He worked as a Financial Controller with American Airlines, and an Accounting Controller with P. Tech Corporation both in the USA. Also, he is a certified Business Trainer by the US AID. Dr. El Baradie’s teaching experience includes Financial Accounting, Cost/Managerial Accounting, Auditing and Finance. Dr. El Baradie received his PhD in Accounting from The University of Durham, United kingdom, an MBA from Wayne State University, Michigan, USA, and the bachelor degree from Alexandria University, Egypt. His research interests include Management Accounting techniques and the Institutionalization of Costing methods
